Central West Specialized Developmental Services (CWSDS) is a leader in providing supportive living, community participation supports and specialized services, assessment and treatment to people who have developmental and intellectual disabilities, dual diagnosis, and/or challenging behaviours throughout the municipalities of Halton, Peel and Dufferin and the regions of Waterloo and Wellington.

CWSDS is looking for a Vice President of Supportive Living and Community Supports to provide strong, strategic leadership, consultation and support to people served by the agency. The VP will be responsible for overseeing the delivery of program services across the organization. This includes planning, development, organizing, leading and exercising necessary control over program activities. Working through assigned Managers and other staff, they will ensure all governmental, funder and accreditation regulations/standards are maintained.

Strategy, Vision and Leadership

  • Participate in key decisions as an integral member of the Executive Team
  • Contribute to the development of the Agency strategies of both long- and short-term goals and objectives supporting tactical initiatives
  • Maintain continuous lines of communication to the CEO and Executives on all critical matters
  • Lead, evaluate, integrate and support change management and process improvements
  • Lead and support our leadership teams in attaining: strategic, financial, quality and operational goals
  • Ensure CWSDS compliance with organizational policies, relevant legislation and Ministry guidelines
  • Drive teams to achieve high standards of individual and team performance and contribute to a culture of learning, creativity and innovation
  • May represent the organization in absence of, or as delegated by the CEO
  • Participate as an engaged and active member of the Strategic Leadership Team to develop and execute the Agency’s Strategic Plan
  • Align program and department action plans with the Strategic Plan
  • Provide data-driven insights to create relevant metrics with alignment and accountability to key performance indicators to help the organization make well-informed decisions
  • Attract, develop, and retain qualified team members while developing accountabilities and succession planning for key leadership positions: Participates in the talent review process to support succession planning
  • Support the labour relations strategy and process for both unionized and non-unionized staff; participates in the collective bargaining process
  • Interpret complex situations in order to draw the right conclusions for making decisions
  • Drive collaboration across the Agency to identify needs and develop scalable solutions

Team Development/Leadership

  • Mentor and develop direct report management teams using a supportive and collaborative approach: assign accountabilities; set objectives; establish priorities; and monitor and evaluate results.
  • Oversee, direct, and organize the work of the supportive housing and community services teams including Passport and Halton Support Services
  • Promote a culture of high performance and continuous improvement that values learning and a commitment to quality.

Supportive Living and Community Services

  • Support and promote a culture of quality to ensure all people supported through CWSDS receive excellent care and service
  • Delivery of Services – Ensures high quality services are available on a continuous and consistent basis with a focus on enhancing the quality of life for those in the care of CWSDS.  This is accomplished through:
    • Looks for future opportunities that are innovative to create new services and enhance existing services
    • Managing emerging and urgent issues that impact the day-to-day operation
  • Plans and coordinates, directs and monitors the effectiveness of CWSDS operational activities in our Supportive Living, Passport and Halton Support Services areas
  • Meet occupancy and service targets according to MCCSS expectations
  • Ensure risk management activities take place to reduce and control potential or actual risks to the safety, security and health of all people supported
  • Manages a budget and CWSDS’ resources within the budget guidelines, laws and regulations.  Approves expenditures within the authority delegated by the CEO
  • Represents CWSDS within the local community and with other support agencies, thereby creating and maintaining a CWSDS presence in the community.  Actively advocates for the organization, its beliefs and services.   Assures the organization and its mission, programs and services are always presented with a strong, positive image to relevant stakeholders



  • Post graduate degree in social sciences, human services or related field, or equivalency
  • 10 years progressive senior to executive level management experience in developmental services, mental health, not-for profit or agencies funded by MCCSS
  • Thorough knowledge of government policy, direction, legislation and standards
  • High standard of professionalism, competence, reliability, organization, accountability and ethics
  • Demonstrated leadership and change management abilities, using a collaborative team approach to foster a positive employee environment
  • Strong administrator, skilled in budgeting, financial management and negotiations
  • Proven relationship-builder who engages others; ability to build relationships with key stakeholders in the community, government and internally
  • Strategic and analytical thinker with the ability to effectively establish priorities
  • Inspiring Leader who can motivate teams and leads by example; a true coach and mentor
  • Participated in the collective bargaining process
  • Excellent written and verbal communication skills
  • Sound judgment and decision-making ability
  • Strong working knowledge of MS Office
